Billy Nathan McCullough was born July 21, 1933 in Caruthersville, Missouri. He was the son of the late Bob Burl McCullough and Mary Elizabeth Alexander McCullough.

Billy graduated from Caruthersville High School and then attended Arkansas State University for one year. He then joined the United States Army where he proudly served his country.
